Bingo Book Rules

Rules

1: All kage have the right to put any ninja into the bingo book
2: All outlaws Must be in the bingo book ~ the only exception of this rule is if you are given permission by your kage to leave your village and join a new one
3: Even ninja in villages can be in the Bingo book
4: Normally the Rewards for bringing a ninja alive will be greater then if you bring them dead, unless there is a good reason behind why the reward is greater with them being dead
