Explanation behind Alias:
The day he was discovered alone in the wilderness, was the greatest storm in known history for the regen. Many believed that the young baby was to blame for this storm. Though this idea was laughed at the storm did end when he finally someone made him smile. Thus why hey named the child the way they did, though there have been a few storms reported anytime he seemed to lose his temper.

Hisoka is a tall but athletic typr build. He has white hair and white skin. Ne carries a blade at his hip and two pouches on either side of his waist. He Has blue eyes or slate grey when his Aroshi eye is activated. He is almost always seen wearing white clothes with a full jacket with embroideries and white slacks. He carries extra chakra wire arround his waist in order to set up traps using his explosive tags. He carries a few shurikan up his sleeve and a few explosive tags sewn into his jacket triggered to go off if his chakra is seperated from touching them (either removal of his jacket or his death trigger them).
Personality:
Hisoka's personality is quite unstable. He tries to keep it in check knowing that it will effect the weather around him but there are many things that set him off. He is very proud and proper thinking that he is better then most due to his heritage. He has a grudge against those that use the element of fire and will risk self taking them on at all costs, except those that are on his team (since he was ordered directly to tolerate them). He has taken an interest in the one that is called Kei. Almost a sort of curiosity why one such as her chooses to live in the shadows of that brother of hers.

Background
History:
Hisoka is the son of a beautiful shrine maiden and the god of storms. One day the god of storms was enchanted by the maidens beauty and took an earthly form. The two courted for some time before the god had to leave the maiden. He did not know then but the maiden was pregnant with his son. She gave birth at the temple and all seemed well till the storm gods wife found out of the child and brought down her wrath upon the temple killing all but one, the child. The child you see was saved by the storm god, who came across him in his search for the maiden but arrived to late. He hid the child near a village far away so that the eyes of his jealous wife would not come upon him. Here it is that Hisoka was found by the villages and treated like a god.
This treatment soon spoiled the young child and he grew up to become quite selfish. The villagers knew the child was special since the weather seemed to change with his moods. He came into his storm powers at the age of 6 when he demanded a cookie and was denied. Not used to hearing the word, he angered quickly and his eyes became grey as slate. Clouds started eminating from his person and many were hurt by the lightning that came forth. The people never again questioned his orders and feared ever taking action out of fear of retribution from the gods.
At the age of 10 out of boredom one night, Hisoka filled the village fell of clouds and electrocuted everyone in the area. He left no survivors except those that happened to be outside the village on visits or trips. They returned to see all the people frozen in fear and charred, but no sign of Hisoka. For he left the village shortly there after for more excitment. He traveled far and wide until one day he cam across the village of those from the Abyss. He quickly gained entrance and trained there in the ways of ninjutsu. He carried a natural love of weapons and grew especially a sword called the Chakra Channaling Blade. In his hands it had an effect no one else had seen before and many feared.
Hisoka quickly flew through his time at the academy and graduated early since he executed the rest of the senior class out of anger for not being allowed to participate in the graduation exams. The elders were greatly pleased and hooked him with only the greatest of senseis and teachers. He learned more and more everyday and soon mastered not only his inherited element but also those of weaponry and water jutsus. He was appointed the rank of chuunin and now approaches the villages of his old lands on a mission accompanied by the other Abyss ninja.

A variation on the Kinobori no Waza (Act of Tree Climbing), the art of water surface walking allows a ninja to walk on water as if it was a solid surface. Focusing an even amount of chakra out of the soles of their feet, they can balance themselves on the very surface of the water.

Suiton • Mizuame Nabara is a Ninjutsu technique utilizing the Water Element. After forming the needed handseals, Izumo will expel a sticky liquid from his gullet. This liquid can cover approximately 20 square meters. If the target runs on top of the liquid, their feet will become glued to its sticky surface. If the ninja focuses chakra to their feet before touching the surface, they can hover above and move over it without hindrance. This allows Izumo or a comrade to charge and attack without fear of becoming bogged down as well.

Jouro Senbon is a Ninjutsu technique that is utilized by Hisoka. After hurling a shrapnal filled ball into the air, they will unleash a torrent of needles. Using his chakra, he can guide these needles towards their opponent.
