Personality:
Reizen isn't your average, eager jounin awaiting a job. He is a true individual, often lecturing himself on his own mistakes, and his past allies. He appears to carry no compassion towards violence and prefres solving disputes through words. Reizen has a control over himself, keeping his true emotion, and values hidden behind a fake wall that is what he believes to be a step. Reizen isn't perfect however, and can crave power even when he feels it's not a need. But, it haunts him to any hint, he hides his weaknesses very well, even if it's an obvious injury. He can often call bluff on people, without calling bluff himself.

But a true part of Reizen, hidden behind the wall is different. He is a calm, relaxed shinobi caring about his village and it's people. He would gladely die any second of his life to protect them all, instead of dieing in cowardice hiding. He is very brave, and would risk everything for honour and justice. He would even fight against his own village if needed to protect what truely mattered in his mind. Peace, justice, honour, through a good mind and manner, Reizen is true to his words. But even this is only another layer above the truth.

The very deep truth is that Reizen is disaplined and well-mannered. He is evil, truth be told, and has been around for around 300 years. This makes him plenty more wiser than any shinobi from this era. He carries with him knowledge, and scars from past encounters with powerful spearheads in the shinobi world. His empathy only lies with those following Immortailty, something he's mastered.

Background

History:
Reizen is believed to be born in the Heaven Village, but his birth records and such lost, and his parents were killed by an unknown murderer. He was raised by an elderly man who was a retired Kage of Heaven. But few actually know what had really happened to Reizen's parents. At a young age, Reizen was an experienced shinobi utilising genjutsu. Many people praised him, but few knew what he really was. As he grew up, many more people began dieing. Soon enough, he killed off a large amount of Heaven Shinobi, betraying the village and heading off. Reizen spent time training in the art of Jashin. Already adept in said skill howeverr, he took up weaponry and ninjutsu to become and asset to himself. He kept himself secretive, quickly aging due to the lack of praise he gave to his lord Jashin.

His appearance began changing, and he rapidly needed to kill. Traveling to the nearest village, he began the slaughter, but was too late to save himself. He didn't stay to young, but didn't become too old. Deciding to ally himself with the Thunder village, he forged a large, metal scythe to slay his opponents. Once he arrived in Thunder, he allied himself with them, but has had a few minor run down with the law after killing a few people.

You can't be a jounin without any jutsus..

I was going to do the jutsus after my character was approved. There's really no problem for me waiting to do them , is there?

I'd say you'd better add your jutsus immediatly. o.o But that is a personal opinion.
